The investment takeaway

Our analysis: Warren County adds a distinct AWS location beyond our Madison County coverage. Its electricity contract makes this more substantial than an unnamed land speculation. Investors still need to separate contracted infrastructure from productive computing: a service agreement can precede buildings and customer revenue by years.

Campus boundary and evidence

This entry covers the separately announced Warren County campus. Madison County, Ridgeland and Clinton remain outside its scope. Amazon announced the investment on November 20, 2025; Reuters reported that announcement. The June 9, 2026 Mississippi Today interview provides the later company-described development stage. No elapsed 2026 target is treated as completion.

Power, cooling and readiness

Entergy’s 2025 filing identifies a February 2025 supply/service agreement for Warren County and provisions protecting incremental investment on early termination. That is contract evidence, not a metered-load record. The June interview attributes the water request to Amazon. Neither requested water nor regional renewable generation establishes actual campus consumption. A nearby power plant must not be assigned wholesale to this campus.

Demand and route to revenue

AWS identifies AI and cloud use. Our analysis: training, inference and general cloud workloads have different utilization and hardware needs. No customer-specific allocation, GPU contract, reservation floor or revenue backlog is verified for Warren County. Corporate AWS demand is context and cannot be booked as this campus’s revenue.

Capital structure and financial sensitivity

Our analysis: slower acceptance increases carrying costs and delays cash conversion; faster delivery helps only if installed capacity earns sufficient receipts. Announced capital is not a financing close. We do not assign statewide investment totals or unrelated corporate cloud agreements to this site. Debt terms, depreciation, useful GPU hours and power prices are needed for a defensible return model.

Company economic roles

Amazon (AMZN) is the disclosed AWS investor/operator. Entergy Mississippi is the named contracted power provider; Entergy (ETR) supplies parent-company market context. The filing establishes subsidiary ownership. Our analysis: utility cost recovery and cloud profitability follow different economic paths. Contract protections do not establish zero ratepayer risk or quantified parent earnings. No hardware supplier award is inferred.

Government records and limits

The governor’s announcement establishes official project recognition and stated legislative support. It is not zoning approval. Searches of Mississippi environmental records surfaced Madison County and Clinton records, but no confidently matched Warren County campus permit was established. Those records are not transferred to this entry. Building permits, environmental identifiers, conditions and occupancy authorization remain open verification tasks.

Risks and what would change the assessment

Our analysis: energy delivery, cooling approvals, construction pace and useful demand are the key sensitivities. Seek a dated vertical-construction record, identifiable phase permits, customer acceptance and actual utility delivery. A service agreement amendment or documented delay would change the assessment. Current operating MW, cash flow and completion date are not established.

Financial significance

Amazon’s at-least-$3-billion commitment is a planned multi-year campus investment, not disclosed spending to date or closed project financing. Our analysis: the financial bridge is productive cloud revenue less energy, staffing, maintenance and hardware replacement. Construction spending precedes revenue; neither site margin nor return on capital is disclosed.
