Investor orientation

HyperDC's MBL1 proposal would add a large new data-center campus near Geelong, but the investable fact today is a planning application—not approved or operating capacity. The site's proximity to transmission and battery assets may support development, yet no reviewed document establishes a power-service contract, customer commitment, financing close or construction start.

What is proposed

Victoria's ministerial permits register records application PA2604671 for data-center use, buildings, works and vegetation removal at 715 Ballan Road. Independent reporting describes a roughly 39.8-hectare, two-building development delivered in two stages. The government register showed no public-notice or decision milestone when rechecked on October 13.

Power and capacity boundaries

DCD and Real Estate Source describe a developer-stated 400 MW IT concept. The Urban Developer cites a 480 MW facility and a report describing confirmed grid connection at the required capacity, while DataCenterMap lists a 560 MVA power application. These quantities use different boundaries and cannot be treated as interchangeable or delivered. AusNet's nearby terminal station and the Victorian Big Battery are adjacent infrastructure; no reviewed source establishes their owners as contracted economic participants in MBL1.

Capital, cooling and delivery

The Urban Developer reports a proposed A$6.1 billion end value, closed-loop cooling, two construction stages and backup diesel storage. Those figures derive from planning materials and remain proposal estimates. They do not establish committed equity, closed debt, paid construction expenditure, measured water performance or recognized revenue.

Company roles

Hyper DC Pty Ltd is the planning applicant and proposed developer. No listed-company project exposure is assigned. AusNet Services operates nearby transmission infrastructure, and HMC Capital-backed infrastructure is associated with the adjacent battery; physical proximity alone does not establish a project contract, revenue or ownership role.

Key milestones

September 22, 2026: Victoria records receipt of PA2604671. September 29–October 9: specialist and property reporting describes the campus concept and differing capacity measures. October 13: the state register still does not display a decision. The next consequential evidence is a formal planning determination, followed by executable power, financing and construction documents.

Investor takeaway · Our analysis

MBL1 is a credible development lead because its site, applicant and planning process are documented. Its financial significance remains conditional on approval, binding power delivery, capital formation and customer demand. A planning approval would reduce land-use risk; only later power and construction evidence would support moving beyond proposed status.

September 22 application, reported A$6.1 billion and 480 MW proposal scope, and absence of a decision in the state register; figures require reconciliation with 400 MW IT claim.

  4. Real Estate Source / Marc Pallisco · 2026-09-30

Moorabool site, proposed 400 MW campus envelope and proximity to transmission/battery assets; proximity is not a power contract.
