The investment takeaway

Our analysis: JPMorgan’s Orangeburg campus provides a large financial-sector infrastructure case with unusually explicit incentive documentation. Its exposure is the bank’s own computing investment, rather than a leased AI cloud contract. It fills a downstate operator gap without counting CoreWeave’s already-covered DataBank tenancy again. Specific delivered AI systems remain unverified; broad corporate AI adoption does not prove a dedicated AI hall here.

One campus, including the adjacent expansion

Official records place the project at 140 Old Orangeburg Road, distinct from DataBank’s 2000 Corporate Drive. The signed agreement identifies expansion of the existing bank campus and its tax parcel. We group the original campus and Datacenter II into one new coverage entry. The II suffix is a phase label, not evidence that this should count as a separate campus from a previously listed bank site; none was in the starting inventory. Source 3 →

What the government actually approved

The February 22, 2024 IDA minutes record a 3–0 vote on the authorizing resolution. That resolution concerns financial assistance, with a sales-tax cap and qualified-purchase ceiling. The executed agreement is effective December 17, 2024 and references a later amended authorization. Those records establish incentive actions and contractual obligations, not a building permit, grid energization or permission for all computing phases. Source 1 → · Source 2 → · Source 3 →

Tax ceilings are not cash flow

The authorizing resolution provides up to $76.715 million of sales-tax exemptions on up to $916 million of eligible purchases. The agreement includes reporting and potential recapture conditions. A ceiling does not show how much equipment was purchased or how much benefit was used. Nor does the agency’s financing language establish a closed bank loan or a profitable third-party rental operation. Source 2 → · Source 3 →

Construction evidence and delivery limits

New York Focus reported on April 20, 2026 that expansion construction was underway, citing the bank’s 2028 completion expectation. We classify the expansion under construction on that dated reporting basis. The target remains attributed and is not guaranteed. Current occupancy, acceptance and dedicated AI workloads were not verified. The original operating campus does not automatically confer delivered status on its expansion. Source 4 →

Power and the economic debate

No project-specific electricity contract or measured IT load was established in the reviewed documents. We leave those fields unknown. New York Focus interviewed the IDA director and examined objections to the subsidy’s permanent-job economics. Official benefit authorization and competing economic claims can both be reported without adopting an advocacy conclusion. The one additional job is a commitment in the incentive record, not a measure of all existing staff or construction employment. Source 4 →

What would change the assessment

A phase permit, utility service record, occupancy approval and dated bank acceptance would strengthen the expansion’s readiness. Revised schedules, power constraints or benefit-recapture findings would weaken it. A verified AI deployment would support more specific AI attribution. Until then, the campus remains financial computing infrastructure with AI relevance discussed as context, and no chip vendor, customer contract or site earnings are inferred.

Financial significance

Official records cap sales-tax assistance at $76.715 million against up to $916 million eligible purchases. These are authorized ceilings, not realized savings or actual capital spending. Our analysis: an internal bank campus may support operational capability rather than third-party rent; no campus AI revenue or shareholder earnings contribution can be isolated from the reviewed evidence.

  1. Rockland County IDA — board minutes · publication date not established

Official February 22, 2024 minutes record unanimous 3–0 approval of JPMC Datacenter II authorizing resolution and describe adjacent expansion. This is incentive action, not occupancy or electricity authorization.

    Government record →
  2. Rockland County IDA — authorizing resolution · publication date not established

Resolution concerns 140 Old Orangeburg Road; sales-tax exemption cap $76.715 million on up to $916 million qualified purchases and one planned additional job. Caps and applicant representations do not establish actual spending, tax savings or construction completion.

    Government record →
  3. Rockland County IDA / JPMorgan Chase Bank — executed project agreement · publication date not established

Signed agreement effective December 17, 2024 links JPMorgan Chase Bank National Association, tax parcel 73.08-1-1 and expansion of existing campus. References April 23 amended authorization; benefit recapture and reporting conditions remain material. Financing authority does not prove a loan close.

  4. New York Focus · 2026-04-20

Original reporting with IDA director documents expansion construction underway and bank’s reported 2028 target; examines subsidy economics and opposing views. General financial-computing/AI context does not identify delivered AI workloads, MW, GPU orders or a dedicated AI hall.

Scoped FJI evidence check · October 16, 2026

Target: April 20, 2026 reporting attributes expected expansion completion by 2028 to bank; not delivery.

Dated evidence: Rockland documents authorize JPMC II incentive arrangement; New York Focus original reporting April 2026 describes construction underway beside existing facility. Neither establishes expansion acceptance.

Still open: Power counterparty/service agreement, electrical and IT MW, current phase permits, incentive utilization, occupancy, GPU deployment and project-level returns remain unknown.
