The investment takeaway
Our analysis: Massena is a major proposed conversion from mining to AI computing on industrial land. Its proximity to hydroelectric infrastructure makes power arrangements central, but proximity cannot establish a dedicated supply contract. It fills a North Country coverage gap and adds a private operator beyond the state’s academic AI consortium. Existing mining operations and the proposed AI phase have different readiness and must remain separate in the assessment.
The government record resolves the revised scope
The August 20 Planning Board record names NY Digital Investment Group at 182 and 194 County Route 45 and identifies the tax parcel. Applicant representatives describe reducing three buildings to two and approximately 1.5 million square feet to 870,000. Recent NCPR reports retain the older area. This profile uses the revised official meeting record while attributing the design numbers to the applicant; a meeting presentation is not approved construction scope. Source 1 →
Power claims need the original decisions
Applicant statements in the minutes describe 435 MW studied/approved and another 200 MW in the NYISO queue. Environmental review is described for the full 635 MW envelope. Neither the minutes nor the company’s hydropower description is an independently inspected NYISO service decision. Proposed grid upgrades and ratepayer protection remain commitments requiring enforceable terms. No claim is made that the full envelope is energized or equals productive IT load. Source 1 →
The local vote did not approve the campus
NCPR’s September 17 original reporting records the September 16 vote against a six-month local moratorium. Rejecting a pause leaves project review possible; it does not grant the site plan. The company says construction begins only after required reviews and permits. Its late-2026 start and 2028 phased development are targets, not delivery guarantees, and no completion follows from those dates. Source 3 → · Source 2 →
The statewide pause remains unresolved
NCPR’s October 7 reporting says an exemption may be possible but state officials had not confirmed it. Executive Order 62 concerns qualifying incomplete DEC discretionary applications and excludes local permissions. We do not convert the developer’s argument about prior permits into a state determination. Clarification of permit requirements and application-completeness dates could materially alter timing. Design and community commitments
NCCS describes fully sealed cooling and an adjacent industrial-land expansion that replaces bitcoin mining. This is a proposed design, not measured consumption or an environmental finding. Community-payment figures on its page carry explicit non-binding assumptions. Local reporting documents competing employment hopes and environmental concerns. We do not invent a named hyperscaler customer, equipment award or public equity ticker for this privately held project. Source 2 →
What would change the assessment
Final site-plan and SEQR records, the actual power studies and service terms, a state permit determination, a binding host agreement and closed financing would strengthen readiness. Restrictive conditions, power limitations or delayed funding could weaken it. We group the legacy campus and connected conversion once; adjacent new halls and retired mining capacity are not separate additions. Approximate map coordinates identify the locality rather than a surveyed parcel.
Financial significance
No project budget or financing close is verified. NCCS describes paying roughly $75 million for grid upgrades and forecasts community receipts, explicitly conditional on scope, approvals and executed agreements. Those forecasts are neither spent capital nor guaranteed fiscal benefits. Our analysis: binding power and tenant commitments must support conversion funding; the reviewed materials do not disclose site earnings.

- Town of Massena Planning Board — August minutes · publication date not established
August 20 record identifies NY Digital Investment Group proposal at 182/194 County Route 45, tax map 6.003-1-1.111. Applicant presents 635 MW, two buildings / ~870,000 square feet, 435 MW claimed studied/approved and another 200 MW queued. These are recorded applicant statements, not independently read NYISO decisions.
Government record → - NCCS / NYDIG · publication date not established
Developer describes two adjacent halls replacing bitcoin mining, fully sealed cooling, roughly $75 million developer-funded grid upgrades and planned late-2026–2028 development subject to approvals. Community-payment totals are expressly illustrative, non-binding and depend on full buildout and definitive agreements.
Company disclosure → - North Country Public Radio · 2026-09-17
Original meeting reporting records September 16 vote 3–2 against a six-month local moratorium and divided public comments. Rejection of a moratorium is not project approval. Its 1.5-million-square-foot description reflects earlier scope.
Independent local reporting → - North Country Public Radio · 2026-10-07
Fresh reporting says state moratorium exemption is possible but not confirmed by state officials; review hurdles remain. Uses older building-area description, superseded here by revised design recorded in August town minutes.
Independent local reporting → - New York Governor — Executive Order 62 · 2026-07-14
Statewide context: holds qualifying incomplete DEC discretionary applications in abeyance until the GEIS report/findings. Definition includes facilities capable of consuming 50 MW or more; local permissions excluded. This is not a project-specific exemption or a blanket construction prohibition.
