Power is not utilized IT load
February energization disclosure names Ammper and 200 MW infrastructure energization with further expansion planned. The April 72 MW building and 300 MW campus IT plan remain separate from Milenio’s 24 MW inaugural module report. Current utilized capacity and named tenants remain undisclosed.
Cooling update and budget boundary
September 17 issuer release identifies DeltaFlow installation and testing at QR03 and SP04, developed with Munters. The USD 630 million first-phase figure covers both sites. It cannot all be assigned to Mexico, added to QR03’s whole-campus budget, or treated as accepted installed capacity. Final commissioning, payment and QR03-specific order value remain unverified.
Investor interpretation
Our analysis: power access and cooling readiness can remove different delivery constraints. They create an opportunity only when matched by accepted customer IT capacity and billing. ODATA/Aligned’s platform ownership is distinct from site earnings; suppliers named in design announcements do not establish stock-level materiality. The government/utility instrument gap remains open.

The one-minute investment takeaway
QR03 has documented infrastructure and anchor-customer commitments, making it more concrete than an undeveloped land opportunity. The investor test is how efficiently staged spending becomes commenced leases. A campus can have energized electrical infrastructure before customers install or use all the computing equipment, so those milestones must remain distinct.

What the sources establish
- Operator / company disclosure Phase and budget. ODATA’s April 30, 2025 release launches the first facility with 72 MW of IT power. It describes more than USD 3 billion of total investment and up to 300 MW of IT capacity when fully constructed. The development budget and full-build capacity are not current revenue or current customer load. Primary source →
- Operator / company disclosure Power and customers. The release reports 200 MW energized in February 2025, further power expansion and three committed anchor hyperscale clients without naming them. The energization figure concerns power infrastructure; it is not equivalent to 200 MW of installed, utilized customer IT equipment. Primary source →
Who receives the money?
Our analysis of disclosed roles. Revenue routes are business-model interpretations, not estimates of booked project revenue.
| Company / exposure | Economic role | What investors need to establish |
|---|---|---|
| ODATA / Aligned / private | Provides campus infrastructure to computing customers. | Billing commencement, contracted capacity and financing govern returns; no campus earnings are disclosed. |
| Anchor customers / unnamed | Disclosed demand commitments support phased development. | Tenant identity, contract duration, cancellation rights and actual load remain unknown. |
| Computing and infrastructure vendors | Potential customer and facility procurement roles. | No GPU order value or named computing supplier is established from the campus announcement. |
How financially meaningful is it? Analyst interpretation
Our analysis: useful power access can remove a development bottleneck, but idle energized capacity still has carrying costs. Anchor commitments improve demand visibility only to the extent their terms protect investment and trigger billing. The budget covers a broader development than the first delivered facility; dividing the whole amount by 72 MW would mix phases and misrepresent cost intensity. Equipment owned by tenants belongs in a separate spending layer.
Modeled lease cash = commenced billable kW × net rent per kW × 12 − non-recovered operating expense − maintenance. Subtract debt service and future phase funding before estimating owner distributions.
Hypothetical illustration: 50,000 billable kW at an assumed USD 125 monthly net rent produces USD 75 million annually before costs. If only 60% has commenced billing, the same price produces USD 45 million. These are assumed leasing values, not QR03 rents or occupancy.
Milestones that would change the assessment
| Milestone | Evidence to watch |
|---|---|
| Phase delivery | Track commissioned IT capacity separately from substation energization and full-campus design. |
| Customer handover | Seek lease commencement and actual equipment deployment, not just the number of committed customers. |
| Funding and expansion | Compare additional phase spending with secured demand and cash available after debt service. |
What could break the investment case?
Our analysis: Infrastructure can arrive before tenant fit-out, delaying cash conversion. Concentrated anchor demand can increase renewal exposure. Funding later phases can consume initial operating cash, while high-density requirements can add cost beyond a basic powered-space design.
What would change our view?
Our analysis: Our confidence would rise with phased handovers converting to sustained billing. It would fall if expansion proceeds materially ahead of contractual demand or if operating cash cannot fund required maintenance and capital obligations.
What remains unknown Not established in this review
Current utilized IT load, billable capacity, tenant names, lease terms, debt structure, final phase costs and campus earnings remain undisclosed in the reviewed release.

QR03 capacity: 24 MW, 72 MW, 200 MW and 300 MW explained
Milenio’s May 1, 2025 reporting attributes a 24 MW inaugural module within a 72 MW building to ODATA’s CEO. That adds phase detail to the operator’s original first-facility announcement; neither statement measures today’s tenant utilization.
Milenio launch reporting, May 1, 2025 →
| Figure | What it describes | What it does not establish |
|---|---|---|
| 24 MW | Inaugural module reported at the 2025 launch | Current billable or utilized IT load |
| 72 MW | Reported first-building IT capacity | Full-building customer utilization |
| 200 MW | Reported energized electrical infrastructure | 200 MW of installed or utilized customer computing |
| 300 MW | Planned IT capacity at full campus build-out | Verified delivered capacity today |
What this review changes for investors
Our analysis: The useful comparison is commissioned modules and commenced customer billing versus the larger electrical and campus envelopes. Strong power infrastructure can support expansion while unused capacity still carries costs. A building rating and an energized substation do not establish tenant equipment deployment or cash generation.
This is an evidence clarification using dated launch reporting, not an announcement of a new phase. Current utilized IT load, named tenants, lease economics and later-phase handovers remain unverified. The next useful disclosure would identify newly accepted modules and their customer-service scope.
