The investment takeaway
Our analysis: Project Swan adds a west-Lakeland regulatory case beyond the existing Miami entry. It illustrates how a physically large AI-infrastructure proposal can have little near-term earnings visibility while land-use rules and utility protections are unresolved.
Proposal and duplicate control
DCD identifies a roughly 600,000-square-foot concept at 923 Wilkinson Road and Kimley-Horn’s engineering involvement. This is one proposed campus, not an operating building. A canceled review meeting initially produced an incorrect withdrawal interpretation; the city’s notice and LkldNow correction establish that cancellation did not itself end the proposal.
Government status and chronology
The June notice says no final decision had been made. August local reporting records a one-year moratorium approved 4–3 on August 3; an August 18 city planning packet confirms early-August approval, but cites August 4. The packet’s policy reference concerns another site and is used only for citywide context. No Project Swan permit or land-use approval is inferred.
Power, water and commercial readiness
Lakeland Electric’s concerns in the moratorium reporting relate to infrastructure costs and protection against canceled large-load projects. No executed Project Swan service agreement, committed MW, water allocation, substation plan or accepted service was verified. Proximity to municipal utilities and a planning discussion cannot substitute for deliverable capacity.
Company roles and financial assumptions
Kimley-Horn is a named engineering consultant. The city and its municipal utility are public decision-makers, not a listed equity opportunity. The reviewed evidence does not establish the legal applicant or ultimate operator sufficiently to assign ownership or customer economics. No speculative hyperscaler or equipment supplier is added.
Catalysts, risks and unknowns
Watch final land-use regulations, any documented change in the pause, a revised application, final approval and executed utility terms. Our analysis: approved rules could reopen the path, but approval still requires project-specific decisions. Cost allocation, neighborhood impacts, water needs, financing and tenant commitments remain risks. Expiry of the pause does not prove construction or approval.
Financial significance
No verified construction budget, committed financing, customer lease, tariff, delivered power or revenue is established. Kimley-Horn’s consultant role is not operator ownership. Our analysis: development capital remains exposed to policy timing and infrastructure cost allocation. The moratorium is a delay mechanism, not evidence that funding has closed or the campus will restart when it expires.
Sources and claim verification
Distinct project-specific documents; repeated releases count once. Company claims remain attributed and do not independently establish delivery.
- City of Lakeland · 2026-06-02
Project-specific city notice records cancellation of the June 3 Development Review Team meeting and says no final decision had been made. The notice has a May 2 body dateline but June 2 posting; June 2 is retained as posting date. Cancellation of a meeting is not withdrawal of the project.
Government record → - City of Lakeland Planning & Zoning · 2026-08-18
Page 53, in a different property’s staff review, records a one-year citywide data-center moratorium approved in early August and says the code does not currently allow the use. It gives August 4; independent meeting reporting gives August 3. This is policy context, not Project Swan approval.
Government record → - DatacenterDynamics · 2026-06-05
Identifies the concept at 923 Wilkinson Road: approximately 600,000 square feet on about 60 acres, with Kimley-Horn as engineering consultant. Reports initial concept review and required land-use steps, not a construction authorization.
Independent specialist reporting → - LkldNow / Anna Toms · 2026-06-03
Original correction reports the proposal was not withdrawn; an internal status change incorrectly suggested withdrawal. This supersedes the earlier interpretation without establishing approval.
Independent local reporting → - LkldNow / Cindy Glover · 2026-08-03
Reports the 4–3 August 3 vote and immediate one-year pause on new data-center applications, following Project Swan opposition. It describes Lakeland Electric’s infrastructure-cost concerns. The moratorium may end early; no assured restart or approval follows from its expiry.

Additional source evidence
Original conceptual site plan. The drawing names Ryan Companies US, Inc. and Kimley-Horn. It does not establish the final operator, legal ownership or an approved design.
LkldNow June 3 clarification. Original reporting distinguishes a cancelled review meeting from a withdrawn application. No final project decision or required applicant response deadline was established.
