The one-minute investment takeaway
Our analysis: RIC5’s proposed additions should be evaluated as a permitting and development option. Existing buildings in the broader Richmond campus do not prove these additions are operating. The sponsor’s AI workload description supports relevance, while environmental authorization, usable power and capital commitments determine whether the proposal becomes an earning asset.

What the sources establish
- Sponsor submission in government record Proposed additions. The sponsor-submitted FAST-41 notice proposes three additional buildings, DC4–6, south of Route 60 with associated utilities and supporting works. It describes the wider campus as serving a single AI-workload tenant without naming that tenant. Primary source →
- Sponsor submission in government record Permit boundaries. The notice references VDEQ approval dated October 10, 2025 for earlier RIC5 impacts and seeks expanded limits. Existing state authorization should not be treated as final authorization for the new proposal. Primary source →
- Sponsor submission in government record Schedule and investment threshold. The sponsor targets January 2028 construction and states investment will exceed USD 200 million, without a detailed budget. Broader-campus operations and ratepayer-protection statements do not independently verify the additions or utility cost treatment. Primary source →
Who receives the money?
Our analysis of disclosed roles. Revenue routes are business-model interpretations, not estimates of booked project revenue.
| Company / exposure | Economic role | What investors need to establish |
|---|---|---|
| QTS Richmond V, LLC | Potential future facility rent; bears development obligations | Scope, tenant commitment, power delivery and funded construction budget. |
| Townes Site Engineering | Named environmental-services contact | Actual engineering engagement economics remain undisclosed. |
| USACE and VDEQ | Permitting authorities, not investment beneficiaries inferred here | Authorization scope, conditions, mitigation and schedule. |
How financially meaningful is it? Analyst interpretation
Our analysis: early permitting work preserves a development opportunity but does not justify booking future income. Environmental mitigation can change usable land, layout, cost and delivery timing. A single-tenant development may reduce leasing uncertainty only if enforceable obligations cover the proposed buildings. Keep capital for existing campus operations separate from incremental expansion capital.
Expansion value = probability-weighted future operating proceeds minus permitting, mitigation, enabling infrastructure, construction and financing costs. Reassess as permits and contracts remove specific uncertainties.
Hypothetical illustration: a USD 300 million future phase with USD 30 million annual operating contribution has a 10% yield before financing. Adding USD 30 million mitigation and enabling costs lowers it to about 9.1%. These are not RIC5 budgets or earnings.
Milestones that would change the assessment
| Milestone | Evidence to watch |
|---|---|
| Authorization | Final federal and state decisions matched to the additional buildings and impacts. |
| Executable scope | Mitigation, utilities and layout reflected in a revised budget and construction schedule. |
| Tenant-backed capital | Customer obligations and financing aligned with the sponsor’s future start target. |
What could break the investment case?
Our analysis: Permitting conditions can change scope and cost even when a project remains viable. Broad campus operations can obscure the early stage of the additions. Sponsor claims about ratepayer protection require actual agreements and regulatory evidence, not merely repetition.
What would change our view?
Our analysis: Final authorizations, transparent mitigation costs and tenant-backed funding would strengthen the case. Scope reductions, unresolved environmental impacts or power timing beyond construction would weaken it. FAST-41 process participation alone is not a completed permit or a guaranteed schedule.
What remains unknown Not established in this review
Final authorizations for the additions, tenant identity and commitments, detailed project budget, IT capacity, construction awards, utility agreements and final schedule remain unestablished by the initiation notice.

Virginia DEQ record check
Reviewed October 7, 2026 · Matched legal entity; expansion scope unresolved
DEQ lists QTS Richmond V LLC at 3250 E Willamsburg Road, Sandston (address spelling as recorded), under air registration 53259, with air-source status Planned. The legal entity matches the RIC5 sponsor in the federal posting. This does not determine which proposed buildings the air record covers. The sponsor reports earlier DC1–3 water-impact authorization under WP4-25-0769; the permit itself was not retrieved. The separate federal DC5 dashboard still shows environmental review and permitting in progress, with estimated completion June 11, 2027. That is a permitting estimate, not an opening date.
