The one-minute investment takeaway
Our analysis: Lighthouse provides a direct connection among facility development, cloud computing and utility infrastructure. The central issue is synchronization: a completed building cannot generate the intended computing or rental economics without usable power. A September 2026 regulatory setback makes the electrical path more consequential than the headline construction date.
Readiness basis: Classification of evidence in the reviewed profile; strongest documented phase, not full-campus completion. Planned Stargate campus; 2028 developer target; transmission review reset in September 2026 Readiness source →
What the sources establish
- Campus envelope. Vantage’s location page lists four data centers totaling 902 MW across 672 acres and a scheduled 2028 completion. This is a developer target and design envelope, not commissioned capacity. Company disclosure →
- Named business relationships. The October 22, 2025 joint announcement identifies Vantage, Oracle and OpenAI, a USD 15 billion-plus investment, and We Energies / WEC Energy Group energy participation. Wider Stargate capacity is not this campus’s capacity. Company disclosure →
- Regulatory setback. Wisconsin’s PSC says it revoked the completeness determination for ATC’s Ozaukee County interconnection application on September 10, 2026. A subsequent application would require a new, separate docket; this is not approval or a verified revised campus delivery date. Regulatory record →
Who receives the money?
Our analysis of disclosed roles. Revenue routes are business-model interpretations, not estimates of booked project revenue.
| Company / exposure | Economic role | What investors need to establish |
|---|---|---|
| Vantage | Potential property and facility-service contribution | Accepted capacity, lease commencement, development costs and allocation of shared infrastructure. |
| Oracle | Cloud computing delivery and customer revenue | Usable computing and contractual service acceptance, not buildings alone. |
| OpenAI | Named computing relationship | Actual service availability and contractual scope, without assigning the entire Stargate portfolio to Wisconsin. |
| We Energies / WEC; ATC | Named energy and transmission roles | Approved investments, service obligations, rate treatment and actual energization; no site earnings estimate inferred. |
How financially meaningful is it?
Our analysis: economic exposure sits at several layers. Vantage can incur construction carry; Oracle can incur computing commitments and equipment costs; utility infrastructure requires regulatory treatment and a workable service schedule. These are related obligations rather than interchangeable revenue streams. A permitting setback does not prove project cancellation, but it can change the time between spending and earning. Regulators’ transmission numbers also must not be relabeled as campus IT MW. The 2028 marketing date remains visible as a disclosed target while the power path is flagged for renewed review. Renewable matching and new generation commitments have a different role from the high-voltage delivery equipment needed at the site. Investors should seek an integrated critical path across the facility, customer fit-out, transmission, substations and service agreement.
Delay exposure = financing carry plus fixed operating obligations plus deferred facility and computing contribution, net of contractual protections. Evaluate approved utility capital recovery independently from customer compute margin and developer yield.
Hypothetical illustration: USD 1 billion of outstanding construction funding at a 7% annual carrying rate costs USD 35 million over an additional six months, before lost rent or computing revenue. These are analytical assumptions, not Lighthouse debt terms or a forecast delay.
Milestones that would change the assessment
| Milestone | Evidence to watch |
|---|---|
| Transmission process | New docket, completeness determination, environmental review and final regulatory decision; verify the later record rather than assume the old application remains valid. |
| Integrated delivery plan | A reconciled facility and electrical schedule identifying partial versus full service and any contingency supply. |
| Usable computing | Actual energized and accepted halls, installed equipment and customer workloads. |
| Financial conversion | Rent commencement and cloud service delivery, with cost-overrun and delay obligations allocated by contract. |
What could break the investment case?
Our analysis: Power approval and construction can lag building delivery, creating idle capital and equipment aging before productive use. High-voltage works can involve route changes and wider regional obligations. Cost allocation may affect both customers and utilities. Annual clean-energy matching does not establish physical availability at every hour. Portfolio-level agreements and operator design envelopes can make campus-specific economics appear more certain than they are.
What would change our view?
Our analysis: A verified new regulatory path, credible phase service schedule and accepted customer computing would strengthen the case. Unresolved transmission requirements, repeated rework or computing obligations ahead of usable electricity would weaken it. We would revise timing after a new source review of the replacement docket, not infer a new commissioning year from a press headline or preserve the original target as certainty.
What remains unknown
Replacement-docket outcome, final energization schedule, phase utilization, rent, cloud prices, customer contract protections, financing terms and project-attributable earnings remain unresolved here. The PSC action is a dated setback in the reviewed record; later approval is not established. Map location represents Port Washington rather than an exact building.
Project research for information, not a buy recommendation. Financial illustrations use assumptions, not disclosed site results or management guidance.
