Investment takeaway

Taurus has moved beyond announcement through an executed electric-service agreement and company-reported sitework with a named contractor. Its changing occupancy target and enlarged capacity marketing warrant phase-specific treatment rather than treating the entire campus as ready.

Delivery commitments and dated checkpoints

Scoped source review · October 16, 2026. Earlier full-profile dates remain recorded; business events retain their actual dates.

Dated physical checkpoint

The Clarion Ledger’s October 11, 2026 report, reviewed through its accessible AOL syndication, describes a September 24 site visit at Taurus in Brandon. The reporter observed clearing and machinery but no structures. This is a dated, attributed physical observation—not a finding that underground work was absent, construction had stopped, the project was cancelled or the site remains unchanged today. The article reported no company response to its requests at publication. (Mississippi Clarion Ledger / Bea Anhuci, accessible AOL syndication)

Plan versus actual

AVAIO’s September 10, 2025 release announced sitework, Yates Construction and an August electric-service agreement. It forecast first-half 2027 occupancy and Phase 1 completion/energization. The undated live project page now presents August 2027 first occupancy. Preserve both dated targets and their different wording; no exact delay in days is established. Neither source proves accepted service or current delivered capacity. (AVAIO Digital; AVAIO Digital)

Investor read-through and next checkpoint

Our analysis: the useful next checkpoint is visible structural progress accompanied by phase-specific utility delivery and customer acceptance, not another groundbreaking label. Incentive support in the governor’s announcement does not certify all campus permits. Rankin First’s service-agreement approval statement remains attributed because the MPSC order was not retrieved. Keep planned power separate from operating IT load, and announced investment separate from paid construction costs. (Office of Governor Tate Reeves; Rankin First)

Site and scope

AVAIO identifies a 329-acre site at East Metropolitan Center in Brandon, Rankin County. The initial announcement described 175 acres; DCD explicitly identified the discrepancy and sought clarification. The current 329-acre figure remains attributed to AVAIO.

Power basis

AVAIO says an Entergy Mississippi ESA was executed in August 2025. Its construction release specified 116 MW of Phase 1 power capacity, not independently verified IT capacity. The current page advertises a 1,036 MW long-term baseload envelope including 536 MW grid and 500 MW behind-the-meter supply; this is not verified energized or fully committed capacity.

Capital and financing

Promoters describe an initial $6 billion investment. No project-level financing close, lender terms, customer lease value or earnings contribution was established. The announced amount should remain an investment plan rather than money proven spent.

Demand and economic roles

AVAIO is the private developer, owner and operator; Yates Construction is the named general contractor; Entergy Mississippi is the utility. MDA provides incentive support and Rankin First supports the industrial site. Named customers, GPU vendors and contracted customer MW were not established.

Construction milestones

Strongest documented phase only; no whole-campus completion inferred. Company-reported sitework; September 24, 2026 local visit found clearing but no structures; August 2027 occupancy target

Government and utility record limits

The governor’s announcement records MDA tax-exemption approval. Rankin First’s detailed FAQ says the Entergy agreement was approved by MPSC and assigns interconnection costs to the customer. The MPSC order, docket identifier, approval date and full conditions were not retrieved; attribute that claim to Rankin First.

Water and community considerations

AVAIO describes water infrastructure, sewer extension work and recycled-water options. Rankin First distinguishes non-evaporative Phase 1 cooling from possible graywater use in future phases. WLBT’s original document-based reporting records Brandon residents’ clearing, grading and drainage concerns; those concerns do not establish a permit violation.

Risks and unknowns

Customer demand, financing, electric delivery, later behind-the-meter generation approvals and drainage conditions remain material uncertainties. Campus building and air permit identifiers were not established. Company-reported sitework supports construction-stage coverage, not a finding that every phase is fully permitted.

What would change the assessment

Retrieved permits and the MPSC order, measurable building progress, disclosed signed customer commitments and actual energization would strengthen the assessment. Further timetable changes, financing gaps or unresolved generation and water conditions would weaken it.

Coverage and scope

Adds distinct private Taurus development and utility-service execution in Mississippi. One Taurus campus at East Metropolitan Center; Phase 1 sitework does not establish approval of later generation.

Financial significance and assumptions

Promoters describe an initial $6 billion investment. No project-level financing close, lender terms, customer lease value or earnings contribution was established. The announced amount should remain an investment plan rather than money proven spent.

Our analysis: construction can precede customer billing and cash returns. No utilization, pricing, margin or project earnings model is assumed. Investment plans, financing facilities and money spent are different quantities.

  • Earlier delivery target. AVAIO’s September 10, 2025 release forecast first-half 2027 occupancy and Phase 1 completion/energization, naming Yates Construction and reporting an August electric-service agreement. These were issuer forecasts, not actual acceptance. AVAIO Digital · 2025-09-10
  • Current published target. AVAIO’s undated project page, checked October 16, 2026, forecasts first occupancy in August 2027. The page revision date is unknown. This target differs from the earlier wording; no precise delay or missed delivery date is established. AVAIO Digital · publication date unavailable
  • Official scope. The August 19, 2025 governor’s announcement establishes project-specific MDA incentive support, not all construction/environmental permits or power acceptance. Office of Governor Tate Reeves · 2025-08-19
  • Power-record limit. Rankin First says MPSC approved the Entergy service agreement. This remains attributed to the development body: the controlling order, approval date and conditions were not retrieved. Rankin First · publication date unavailable
