Investment takeaway

AWS Falls Township combines industrial-site reuse, local approval and documented construction with phase-specific environmental approvals. It is distinct from the nuclear-adjacent Susquehanna campus. Later generator review and statewide permitting changes remain relevant delivery risks.

Location and scope

DEP identifies the campus at 600 Ben Fairless Drive, Falls Township, Bucks County, within the Keystone Trade Center redevelopment. Local planning described roughly 247 acres, ten structures and more than two million square feet. Later reports vary in geometry; avoid asserting an exact final building count without the adopted plan.

Power arrangements

AWS told local reporting the campus would use PECO service and fund required infrastructure upgrades. A PECO representative described a take-or-pay arrangement and June 2026 energization of the initial connection. This does not establish all-campus energization or delivered computing capacity; contracted campus MW was not verified.

Capital and financial significance

Amazon’s June 9, 2025 announcement concerns at least $20 billion across Pennsylvania campuses. It cannot be allocated wholly or equally to Falls Township. NorthPoint’s broader industrial redevelopment costs likewise are not AWS-campus capital spending. Project earnings and construction spending remain undisclosed.

Economic roles and customers

Amazon/AWS is the campus operator and computing provider; NorthPoint is the site developer; PECO provides grid service. Williams is associated with a gas-meter station for backup generators, not verified baseload generation. Morrisville Municipal Authority supplies water and wastewater infrastructure. Customer identities and equipment vendor contracts were not established.

Issued permits and documentary scope

DEP’s live dossier records July 2025 Air Quality Plan Approval 09-0261 to Amazon Data Services, Inc., a November modification and August 2025 NPDES permit PAD090088 A-3. These are agency-summary verified milestones; underlying PDF retrieval failed. Exact issuance days and full permit conditions were not audited.

Later application and regulatory risk

DEP records an April 2026 application, 09-0261A, for 280 natural-gas and three diesel backup engines. Its dossier documents a July 18–August 17 comment period. August 20 independent reporting said review continued after removal from fast-track permitting. A final approval was not established; generator capacity is not IT load.

Construction and delivery milestones

Construction is confirmed by township and independent reporting. Local July 2026 reporting attributed a Q4 2026 first-sections operating target to AWS. Initial grid-connection energization does not prove customer service; classify construction underway and treat commissioning targets as unverified.

Risks and unknowns

Additional approvals, environmental conditions, public opposition, grid economics, brownfield obligations and phased customer demand can affect delivery. Whole-campus power quantity, operational IT load, occupancy and financing detail remain unknown. Statewide rule changes do not by themselves prove this campus cancelled.

What would change the assessment

A final 09-0261A decision and conditions, occupancy and commissioning evidence, and actual customer service would strengthen readiness. Permit restrictions, utility amendments or a verified delay would prompt reassessment. Keep nuclear-power claims confined to the separate Susquehanna project.

Coverage and scope

Adds southeastern Pennsylvania industrial redevelopment beyond Susquehanna and Lancaster. 600 Ben Fairless Drive / Keystone Trade Center; separate from Susquehanna nuclear-adjacent campus.

Financial significance and assumptions

Amazon’s June 9, 2025 announcement concerns at least $20 billion across Pennsylvania campuses. It cannot be allocated wholly or equally to Falls Township. NorthPoint’s broader industrial redevelopment costs likewise are not AWS-campus capital spending. Project earnings and construction spending remain undisclosed.

Our analysis: construction can precede customer billing and cash returns. No utilization, pricing, margin or project earnings model is assumed. Investment plans, financing facilities and money spent are different quantities.
