The investment takeaway
Our analysis: Niagara Falls links an industrial-site conversion to a named AI cloud tenant rather than an anonymous proposal. CoreWeave’s signed lease establishes commercial commitment, but the investable question is how funded development becomes accepted computing capacity. Existing infrastructure can shorten some development work; that is an analytical possibility, not a verified delivery advantage. The project adds a distinct Western New York campus outside Buffalo’s already-covered Empire AI site.
Identity and the official record
DEC’s April 10, 2024 notice names North East Data / Blockfusion and 5380 Frontier Avenue. The SEC-filed lease names the same landlord and CoreWeave at 5380–5384 Frontier Avenue. Together they establish campus identity. The older government record concerns draft environmental scoping for digital-asset mining and a proposed high-energy overlay district. It cannot establish approval for the later AI conversion or every adjoining parcel. Source 1 → · Source 2 →
What the signed agreement changes
The lease document is dated September 4, 2026; the issuer announced it September 16 and DCD reported it September 18. It supersedes the earlier non-binding customer letter of intent. The announced initial term is 15 years, with two five-year tenant renewal options. Lease execution is a commercial milestone. No reviewed acceptance certificate or operating report establishes that CoreWeave has started productive AI service here. Source 2 → · Source 3 →
Capacity must follow the conditions
The September presentation separates 35 MW in the executed lease from another 50 MW under a companion expansion arrangement requiring additional power and conditions. Its 300 MW framework is longer-term upside. Management reports an existing energized 50 MW facility; that is legacy electrical infrastructure, not commissioned AI IT load. None of these numbers should be added together into a larger operating campus figure. Source 4 →
Companies and capital
Blockfusion develops the site through North East Data; CoreWeave is the tenant. Blue Acquisition is the public SPAC party to a proposed combination. A future BDI listing remains conditional in the reviewed disclosure. No completed business combination is asserted. Modelled proceeds, debt and construction spending are financing assumptions, not a verified funded phase budget. No chip vendor or construction supplier contract is inferred. Source 3 → · Source 4 →
Readiness and permitting risk
We classify the AI conversion as proposed/development while acknowledging the pre-existing facility. Executive Order 62 holds qualifying incomplete DEC applications pending a statewide environmental study and excludes local permissions. A mayor’s supportive quote in an issuer release does not establish an exemption or permit. Current conversion approvals and the order’s project-specific effect remain unresolved. What would change the assessment
A funded phase budget, final approvals, dated utility acceptance and tenant commencement would strengthen readiness. A failed financing, adverse permit condition, delayed power or unactivated expansion would weaken the revenue case. Renewal options remain tenant choices. This is one campus encompassing the conversion and conditional expansion; neither the rename nor additional phase creates a second inventory entry.
Financial significance
Company presentation models about $2.8 billion revenue across 85 MW over initial terms and about $5.4 billion only with renewals. These are unaudited conditional forecasts, not current earnings or secured cash. Our analysis: rent depends on conversion, power and tenant acceptance. Contract-specific prices and actual phase returns remain unverified.
Sources and claim verification

Distinct project-specific documents; repeated releases count once. Company claims remain attributed and do not independently establish delivery.
- New York State DEC Environmental Notice Bulletin · 2024-04-10
Official draft-scope availability notice identifies North East Data / Blockfusion at 5380 Frontier Avenue and Niagara Falls City Council as lead agency. The historical digital-asset mining proposal sought a High Energy Use overlay rezoning; no final approval or current AI authorization established.
Government record → - North East Data / CoreWeave — SEC-filed lease · publication date not established
Exhibit 10.51 lease dated September 4, 2026 identifies North East Data landlord, CoreWeave tenant and 5380–5384 Frontier Avenue. Executed contract evidence is stronger than June LOI; redacted commercial details and phase commencement cannot establish current customer service.
Company disclosure → - Blockfusion / Blue Acquisition — SEC Form 425 · 2026-09-16
Issuer announcement reports definitive anchor lease plus expansion agreement, 15-year initial term and two five-year options. Proposed Blue Acquisition (BACC) combination and future BDI listing remain conditional; no completed merger established.
Company disclosure → - Blockfusion — September investor presentation in SEC Exhibit 99.1 · publication date not established
Company distinguishes 35 MW executed lease from 50 MW expansion subject to additional power and conditions; 300 MW is a framework. It reports 50 MW existing energized capacity, which is not AI delivery. Revenue forecasts are unaudited and assume expansion, financing and transition.

Statewide context: holds qualifying incomplete DEC discretionary applications in abeyance until the GEIS report/findings. Definition includes facilities capable of consuming 50 MW or more; local permissions excluded. This is not a project-specific exemption or a blanket construction prohibition.
