The investment takeaway
Our analysis: Escaudain introduces a large European colocation development with public-market exposure through Brookfield Infrastructure. The economic opportunity is phased leasing of power-ready space; the constraint is converting an industrial redevelopment plan into approved, financed and customer-accepted facilities. Scale makes shared infrastructure potentially valuable, but it also creates capital that can sit idle between phases.
What the evidence establishes
Data4 announced a EUR 5 billion campus at Les Soufflantes on June 12, 2026, with four planned data centers and 700 MW ultimate capacity. DCD independently reported the announcement. The city documents a land-use consultation from May 4 to June 4. These are development and planning records, not proof of completed facilities. This is Escaudain, not the separately reported Cambrai/E-Valley project.
Power, cooling and readiness
The municipal page describes proposed electrical service of 700 MW. Neither that description nor a campus launch announcement establishes energized IT load, grid connection dates or an accepted supply contract. Data4 describes low-carbon construction and heat recovery plans; measured results and contracted heat offtake are not established. The project remains Proposed / development because the reviewed evidence does not establish physical construction or a comprehensive final approval position.
Demand and route to revenue
Our analysis: colocation receipts depend on leased capacity, customer acceptance and contract commencement rather than headline MW. The reviewed record does not name a campus anchor tenant or establish take-or-pay commitments. Regional connectivity and AI demand are development rationales, not signed demand. Assess tenant credit, preleasing, termination rights, power pass-through and which party buys the computing equipment before modeling returns.
Capital structure and financial sensitivity
EUR 5 billion is announced investment scope, not a documented construction-funding close or spending already incurred. Our analysis: model each phase’s development cost, infrastructure allocation, accepted leased capacity, cash operating cost and financing carry separately. Weak preleasing could strand shared assets; staged funding could reduce that exposure. Do not divide headline investment by 700 MW and call the result a comparable cost per usable IT MW without reconciling scope.
Public-company exposure
Brookfield Infrastructure’s issuer letter confirms acquisition of the Data4 platform in August 2023. BIP provides platform exposure alongside institutional capital; it is not a claim of full economic ownership of this future campus. Data4 is not separately listed. Our analysis: campus growth could influence portfolio cash generation, but minority interests, phase funding and corporate capital recycling determine what reaches listed investors. No site-specific earnings attribution is established.
Risks and evidence that would change the assessment
Our analysis: land-use changes, environmental conditions, grid scheduling and brownfield remediation may affect cost and timing. Tenant concentration would matter if one hyperscaler anchors the development. A final permission, executed phase contract and dated construction disclosure would strengthen readiness. We have not established an anchor tenant, fully committed campus financing, operating capacity, signed energy price or first-service schedule.
Next milestones
Check the final planning decision after consultation, site environmental permissions and any connection agreement. Seek a first-phase construction start and phase capacity definition. Verify financing and customer commitments without assigning Data4’s wider European spending to Escaudain. Track actual accepted IT capacity separately from the ultimate electrical envelope.
