The one-minute investor takeaway
Béthune is a meaningful Nebius infrastructure project because it combines an existing industrial building with a specialist campus developer and an AI cloud participant. Our analysis: the key question is how quickly phased power and facility delivery become usable computing for customers. The 240 MW headline describes a planned full development, not verified current computing capacity. The project remains participant-reported construction and delivery; commercial operation is not established by this review.
Who is building what
SIG’s September 19, 2025 disclosure identifies Azur Datacenter’s intended use of about 280,000 square feet within the former Bridgestone industrial site. Circular Datacenter identifies itself as a contractor on Azur’s programme for Nebius. These sources establish named roles, not all lease terms, ownership interests or contractual obligations. Nebius’s March 31, 2026 company disclosure describes a 240 MW AI factory near Lille. Read the individual disclosures below before assigning costs or earnings to a participant.
Timeline: preserve the different phase targets
SIG originally described an early-2026 launch expectation. DCD’s February 12 reporting attributes a late-summer first phase and roughly half-capacity end-2026 expectation to Nebius management. Nord France Invest’s June 10 description gives around 27 MW initially, 120 MW in 2026 and full capacity in 2027 or 2028. Circular Datacenter describes 120 MW by end-2026 and 240 MW in 2027. These statements have different dates and levels of specificity; they are not a single verified commissioning schedule. An elapsed target does not prove either completion or cancellation.
Power and readiness: what is still missing
The contractor’s delivery description supports treating the redevelopment as under construction on a participant-reported basis. It does not independently establish which electrical phase is energized or how many megawatts reach computing equipment. We have not verified a phase-specific grid service agreement, current energized IT load or customer acceptance. Accordingly, this profile does not assign a current operating capacity or name a campus customer beyond the documented Nebius relationship.
Government context, with the right boundaries
The Hauts-de-France regional government’s June 1 release identifies Nebius’s planned redevelopment of the former Bridgestone site. Its EUR 8 billion announcement is retained as a regional-government-reported investment ambition, not audited spending or closed financing. A French Treasury bulletin also identifies Azur and the planned 240 MW development. Neither economic announcement is an environmental permit, construction completion certificate or operating authorization. The prefectural consultation dossier was located but could not be retrieved; final environmental decisions and conditions remain unverified.
Financial significance · Our analysis
Campus development, electrical infrastructure, computing hardware and cloud service delivery create different economic exposures. A property developer can deliver a hall while the cloud operator still needs equipment installation, acceptance and sufficient customer use. Without disclosed lease pricing, financing allocation, installed equipment and utilization, a campus-specific revenue or return estimate would depend on unsupported assumptions. We therefore do not convert the announced investment envelope or planned MW into Nebius earnings, supplier orders or a stock valuation.
What would change the assessment
The strongest next evidence would be a dated decision establishing applicable permit conditions, followed by phase-specific energization and computing acceptance. A customer-availability announcement should identify the site and scope rather than describe Nebius’s global platform. Financial disclosures would become more informative if they separate this campus’s obligations and expenditure from portfolio-wide commitments. An updated source can strengthen one milestone without proving the rest of the campus is complete.
Investor takeaway · Our analysis
Follow the conversion from an industrial redevelopment to powered halls, installed computing and paying workloads. Béthune belongs in the Nebius research footprint because its location, participants and planned scale are supported. Its investment significance will become clearer as the electrical phases and customer service are documented. Until then, keep the proposed 240 MW envelope, government investment announcements and current operating evidence separate.
