FJI source-qualified: four-document gate met, including project-specific government evidence. Qualification evidence and decisions →
Project status: AI computing operation confirmed by authority January 18, 2026; current voucher program active; measured utilization unknown. Capacity scope: Reported 8 MW colocation agreement; operating IT MW unverified. Government program allocation: 1,000 B200 accelerators; wider commercial deployment separate.. How we verify evidence.
FJ Intelligence evidence check · October 13, 2026
Scoped review of dated disclosures; issuer forecasts and reported service are separate from measured utilization, paid spending and investment returns.
Operating service versus funded demand
January authority confirmation establishes operating computing service. The earlier tender award describes projected NIS 500 million-plus investment including NIS 160 million public support; actual payment remains unverified. Globes distinguishes the reported 8 MW existing site from a 16 MW future expansion. No expanded delivery is inferred.
Voucher availability is not usage
The voucher call describes a 1,000-B200 monthly resource framework and later utilization windows. Its header and detailed schedule need reconciliation before relying on a deadline. An application calendar is not an award list, accelerator-hour usage or recognized revenue. No public usage/disbursement report was verified in this pass.
Company economics
Nebius (NBIS) operates the cloud; Mega DC supplies physical hosting, and NVIDIA (NVDA) computing/networking is identified by the operator. Our analysis: subsidy can support demand development, but usage, hardware utilization, power costs and grants must be verified before estimating returns. The national allocation does not equal the entire commercial deployment.

The investment takeaway
Our analysis: this first Israeli entry adds delivered AI computing with a specific government customer-access program, rather than an unbuilt megacampus. Public support creates a pathway for local research demand, while commercial viability still depends on utilization, pricing, hardware costs and reliable hosting. No recommendation to buy the associated stocks follows from project inclusion.
One campus and a defined geography
Nebius’s October 20, 2025 announcement locates its AI Cloud in a Modi’in colocation facility. Globes identifies the national supercomputer within the existing 8 MW site; Calcalist describes the earlier Mega DC agreement. The public allocation and wider commercial deployment count once. Separate Beit Shemesh and Masmiyya campuses are excluded from this entry. Israel is country-level geography in Asia / Eastern Mediterranean, not a European subregion.
Government verification and actual operation
The Israel Innovation Authority’s May 14 award selected Nebius and described proposed investment/support. Its January 18, 2026 disclosure explicitly says the computing infrastructure is live and operational. The current voucher call continues to identify Nebius as provider. These are project-specific official records, but not site-construction permits, occupancy inspections or audited utilization. No tender identifier was established from the opened pages.
Compute scope and power limitations
The authority’s 1,000 B200 allocation is the subsidized-access portion, not a separate building. Nebius’s wider 4,000 HGX B200 deployment description uses a different scope and hardware wording; no cross-source reconciliation into measured installed load is asserted. Business reporting describes an 8 MW agreement. The utility provider, tariff, power allocation and current measured IT MW were not independently established. Do not equate GPUs, contracted colocation capacity and operating electrical load.
Company economic roles
Nebius (NASDAQ:NBIS) operates AI cloud and provides national-program access. Mega Or’s Mega DC supplies physical data-center services; its precise ownership/lease economics are not a verified campus earnings breakout. NVIDIA (NASDAQ:NVDA) is the disclosed hardware/networking participant, with no inferred order value or recognized revenue. The Innovation Authority administers support/access. Dutch corporate domicile does not change the Israeli campus location.
Demand, funding and allocation conditions
The official voucher program separates industry and academic access, eligibility, committee approval and discounted prices. Application windows through 2026/2027 establish an administrative process, not GPU occupancy, named customers or completed awards. Government support and estimated investment are not the same as financing close or disbursed funds. The national program can be relevant to demand without guaranteeing all capacity is paid for or utilized.
Risks and what changes the assessment
Our analysis: hardware depreciation, market-price competition, access-program dependence, hosting costs, utility reliability and regional disruption are material. Recipient awards, measured productive use, executed power terms and realized site economics would strengthen confidence. Changes in support, service interruption or weak utilization would weaken it. Expansion must have separate dated commissioning evidence; silence or elapsed forecasts never establishes delivery.
Source basis and unknowns
Seven distinct accessible documents were reviewed October 8, 2026, including three project-specific government-authority documents, operator disclosure and original independent business reporting. Issuer statements remain attributed; same-agency documents are not independent corroboration. The official award’s language versions count once. Government procurement/access evidence establishes official actions and operation; missing permit/utility identifiers and current measured load remain explicit unknowns.
Financial significance
Government’s May 2025 award projects investment exceeding NIS500 million including NIS160 million support; actual disbursement and full spending are not established. CTech reports expected NIS35 million annual NOI for the earlier Modi’in facility agreement; this is a forecast attributed to commercial disclosures, not realized earnings. Our analysis: subsidized demand may support local adoption, while Nebius bears hardware/cloud delivery economics and Mega DC provides physical hosting. No site-level cash flow, profit or investment return is modeled.
