Phase-one proposal in Kaohsiung, Taiwan
Proposed / development · Latest applicant-specific status: October 7, 2026 · Evidence reviewed: October 19, 2026
Evidence reviewed October 19, 2026: Visionbay (亞灣超算股份有限公司) proposes a first-phase AI data center in Xiaogang’s Linhai Industrial Park, Kaohsiung, Taiwan. MODA’s July 17, 2026 hearing records an applicant-stated 27 MW phase-one power requirement; this is not verified operating IT load. CNA’s October 7, 2026 report places the BOO application in selection review. An executed BOO agreement, site operation and paid site expenditure remain unverified. Start with the evidence: MODA’s project-specific hearing record · Hon Hai’s Q2 2026 statements · Hon Hai’s shareholder information.
The Project and Its Scope
The applicant, 亞灣超算股份有限公司, is seeking to develop an AI computing center through Taiwan’s build-own-operate (BOO) process. The location is a former steel-plant site in Xiaogang’s Linhai Industrial Park. The exact permit parcels and a precise map point have not been verified. Government hearing minutes
This record covers that first-phase application only. The Software Park’s 64-rack project, K-1, Visionbay’s separately announced operating 5 MW cluster and the broader 10,000-GPU program are not merged into this site.
Visionbay and Hon Hai
Hon Hai, branded Foxconn, held 100% of Visionbay at June 30, 2026. Its Q2 statements record a May 12 transfer from Big Innovation Holdings into direct ownership. That is a dated company-ownership finding, not proof of land ownership or site-specific financing. The official quarterly-report archive supplies the corporate context; the relevant ownership note is on page 19 of the Q2 report.
No exact-site supplier or customer role is established here for NVIDIA, TSMC, IBM, TECO or Netris.
Status and Milestones
- June 15, 2026: building-permit issue date subsequently reported by NextApple; the original permit was not retrieved.
- July 17, 2026: MODA held the applicant-specific public hearing.
- October 7, 2026: CNA reported continuing selection review, with signing targeted by late December. That forecast does not establish an executed agreement or an opening date. CNA status report
Construction completion, energization, commissioning and customer acceptance at Xiaogang remain unverified.
Power and Investment Evidence
The 27 MW figure is the applicant’s phase-one power requirement recorded in MODA’s July 17, 2026 hearing, not verified operating IT load. The applicant said it had a Taipower supply-approval letter, but the letter and its conditions were not obtained. MODA minutes
NextApple’s August 21, 2026 report gives a NT$1.228 billion construction estimate and a leased former steel-plant site near Lichang and Guangyang streets. The original permit and lease remain outstanding. This estimate is narrower than total AI-project investment and does not establish expenditure. Original local site report
Total site capex, paid capital, operating IT load and site revenue are unknown.
Sources and Unresolved Questions
Five distinct documents meet FJI’s source gate, including project-specific government evidence and independent reporting. Hon Hai’s disclosures and Visionbay’s documented subsidiary exception meet the separate corporate gate. These checks qualify the bounded proposal for research coverage; they do not certify the whole project or make its quantities eligible for operating-capacity or spending totals.
The July 23, 2026 CNA report supplies an earlier procedural checkpoint and reported official corroboration of electricity-related permissions. It and the October report are separate dated documents from the same newsroom, not two independent confirmations.

Next Decision and Investor Takeaway
Watch first for an applicant-specific MODA award or signed BOO agreement. The next evidence is the original utility and building instruments, followed by phase-specific commissioning and customer-service confirmation. Until then, a named corporate parent and a power requirement do not establish delivered compute or site earnings.

AI-assisted, source-based research. No original interviews or site visit. Precise map coordinates are withheld because the parcel and permit boundary remain unverified. Research Methodology and AI Assistance.
