Investment takeaway

Verified ongoing construction, named compute tenants and a quantified Bell capex plan make this a consequential sovereign AI build. Cash returns depend on delivery, tenant ramp and grid economics; the uncommitted1.2GW vision should not drive readiness.

Campus boundary

One300MW RM Sherwood campus; potential900MW expansion retained only as conditional context and not a separate counted project.

Power and readiness

Original300MW project grid-supplied according to IAAC. Substation construction scope identified; no delivered customer service established. Proposed expansion uses partner natural-gas power under non-binding MOU.

Capital and financing

Company plans debt and cash financing for C$1.7bn initial construction. No standalone financing close established. Leverage-neutral claim is management expectation on run-rate adjusted EBITDA.

Milestones

DP26-005 municipal development agreement approval reported April20; work begun April21 per local reporting; IAAC June5 designation unavailable because activity substantially begun; structural shells October1; H12027 first-hall target.

Risks

Municipal drainage/acoustic/aquifer conditions, community opposition, commissioning and cooling/power delivery, capex and debt exposure, tenant economics. Conditional expansion requires customer/commercial commitments, permits and assessments.

What would change the assessment

Energization and first-hall commissioning, public service terms, actual tenant utilization and capex disclosure, verified compliance with development agreement conditions.

Unknowns

Operating IT load, occupancy authorizations, detailed power contract/tariff, tenant lease economics, phase completion, financing close and expansion permits. IAAC not-designated status is not environmental approval.

Coverage and scope

Adds Saskatchewan sovereign AI delivery and a new Canadian provincial location. One Sherwood campus, initial 300 MW scope; nonbinding generation expansion is not a second project.

Financial significance and assumptions

BCE/Bell direct campus/platform operator; CoreWeave and Cerebras tenants per Bell announcement (do not infer lease value/terms). Bird Construction TSX BDT lead construction partner, contract value undisclosed; SaskTel fibre and go-to-market partner. NVIDIA GPU exposure is through CoreWeave's stated compute, not an independently verified Bell procurement contract. George Gordon First Nation land/procurement/workforce relationship. C$50bn-plus refers potential expanded ecosystem including customer hardware and generation, not current Bell capex.

Our analysis: construction can precede customer billing and cash returns. No utilization, pricing, margin or project earnings model is assumed. Investment plans, financing facilities and money spent are different quantities.

Capital plans and reported cash activity

Scoped review · October 16, 2026. Financial disclosures retain their August dates; this is historical research enrichment.

BCE’s August 2026 report put Sherwood expenditure and related cash outflows at about C$150 million to date, without a separate cutoff. The development plan was about C$1.7 billion, including C$1.3 billion expected in 2026. These are different measures, not a completion ratio or proof of financing closure. BCE · 2026-08-06

On August 6, BCE’s CFO put Q2 tenant prepayments at slightly under C$100 million within an approximately C$400 million package. He classified the receipts in working capital and free cash flow. The exact amount, payer and site revenue were not established. BCE · 2026-08-06

Saskatchewan’s October 1 update described four first-phase shells under construction and retained an H1 2027 first-hall target. It did not establish energized IT load or customer acceptance. Government of Saskatchewan · 2026-10-01

CKRM’s September 15 reporting says the proposed expansion requires new development approval. This does not establish operating capacity or independently verify BCE’s cash figures. 620CKRM / Martin Oldhues · 2026-09-15

Investor takeaway: Compare future dated spending, receipts and accepted service against the plan. The prepayment package is not extra construction spending, and the figures cannot be added together. The initial 300 MW grid plan remains separate from the conditional, nonbinding proposal for up to 900 MW of generation.
