Project scope

Track Bergheim/Paffendorf as one campus, not the entire Rhenish cluster. The state record names NRW01, NRW02 and NRW03; the first phase covers NRW01 and shared infrastructure. Bedburg, Elsdorf and Grevenbroich are separate locations.

Construction and regulatory boundary

Microsoft reported the March 12, 2026 ceremony and issued building permits. The later Cologne procedure concerns phase-one backup equipment. An ended consultation does not establish a final authorization; a groundbreaking does not prove commissioning.

Power: thermal input is not computing capacity

The 297.4 MW figure measures combustion thermal input for backup generation. IT MW, binding grid capacity and current energized computing are not established. FJI stores the thermal measurement separately and excludes it from operating-load totals.

Capital and company exposure

RWE’s annual report identifies the April 2024 land sale. Microsoft’s EUR 3.2 billion announcement has Germany-wide scope. Neither establishes Bergheim expenditure, financing close or site earnings. Microsoft is the sponsor; RWE’s verified role is historical land seller.

FJI research question

What was committed to deliver, by when, and what had actually been delivered or paid at each checkpoint? Land sale, construction initiation, permit application and customer acceptance are different stages. No like-for-like delivery variance can yet be calculated.

Investor interpretation · Our analysis

This case adds evidence about the transition from industrial land to cloud infrastructure. A company may monetize land before the cloud operator earns service revenue. A separate backup-permit dependency can remain after building approval. These are research hypotheses to test across projects, not evidence of an industry-wide delay or power shortfall.

Next evidence and invalidation tests

A published final decision would resolve the application milestone. Dated grid and commissioning records could establish usable capacity. Campus-specific financial disclosures could support economic attribution. Until then, operating IT MW, delivered capacity and paid project capex remain unknown. No unnamed chip, equipment or utility supplier is assigned exposure.

Sources and claim boundaries

  1. Bezirksregierung Köln / Beteiligung NRW

Cologne regulator identifies Microsoft Deutschland MCIO GmbH as applicant at Bergheim/Paffendorf, K41, parcel 269, Flur 009. Phase 1 is NRW01 and infrastructure for NRW02/03. The backup-generator application specifies 297.4 MW thermal input; this is neither IT load nor grid capacity. Participation ran May 26–July 27, 2026; closure is not an approval decision.

  2. Microsoft

Microsoft reports a March 12, 2026 symbolic groundbreaking in Bergheim and issued building permits for Bergheim and Bedburg. This confirms an initiation milestone, not commissioning or current completion. Bergheim is distinct from the other regional campuses.

  4. Microsoft

Microsoft described a EUR 3.2 billion Germany investment package on March 18, 2024, with the Rhenish region a focus. The envelope is not Bergheim-only capex, closed project financing or actual spending.

  5. Germany Trade & Invest

Germany Trade & Invest describes the Bergheim ceremony within a wider program spanning Bergheim, Bedburg, Elsdorf and an additional Hesse site. Its April 2, 2026 account corroborates the multi-site scope, not a Bergheim investment allocation.
