Investor brief · editorial synthesis October 8, 2026

The investment takeaway

Our analysis: new computing capacity matters when it supports productive customer usage. Investors must compare cloud demand with infrastructure spending, depreciation and cash generation rather than treating contracted capacity as sales.

Existing financial snapshots retain their original dates below. This editorial synthesis does not refresh financial data or provide a valuation recommendation.

Investment questions

  • Does additional infrastructure support durable cloud demand and attractive cash economics?
  • How quickly do contracted facilities become delivered customer service?
  • What costs and obligations arise before computing capacity generates revenue?

March 2026 groundbreaking and building permits reported; phase-one backup application documented; commissioning unverified · Evidence dates and conditions are retained in the full project profile.

Risks · Our analysis

delivery timing, financing and infrastructure commitments, operating costs and depreciation can affect returns. A named customer agreement does not establish Microsoft site revenue or full-campus commissioning.

Catalysts and what changes the assessment · Our analysis

Follow disclosed cloud performance and spending, phase-specific capacity delivery and customer service. Demonstrated demand with disciplined cash economics would strengthen the assessment; delayed delivery or rising costs without corresponding productive usage would weaken it.

Evidence limits

Site-level revenue, margin, usage and contract economics are not established here. Company-wide financial results are not AI-only results, and named capacity is not measured operating load.

  • Georgia Department of Community Affairs · published 2026-01-13 · reviewed 2026-10-08

DRI 4603 identifies ATL2 East, Fayetteville as submitting government and QTS Eastwood LLC as developer. The regional-review process is recorded complete; that does not mean the data center was approved, built or energized.

  • City of Fayetteville · published date not established · reviewed 2026-10-13

City identifies one QTS campus, approximately 6.2 million sq ft across 13 buildings. The January 27 denial and March 18 appeal withdrawal on this page concern Crow Holdings/CHI, a separate Highway 85 North proposal, not QTS ATL2 East. City says new data centers were prohibited by Ordinance 26-0-12 on March 5; application to any QTS phase needs its own review.

  • QTS Data Centers · published date not established · reviewed 2026-10-08

Operator page identifies the Fayetteville campus and closed-loop recirculating cooling. Operator claims do not establish delivered capacity, customer occupancy or project returns.

  • DatacenterDynamics · published 2026-01-15 · reviewed 2026-10-08

Specialist reporting distinguishes the ATL2 East filing from the larger Project Excalibur campus and notes that whether the filing is an expansion or amendment was unclear.

  • WRDW / Atlanta News First Investigates · published 2026-07-13 · reviewed 2026-10-08

Local investigative reporting documents construction-water billing and infrastructure questions. Reported water use is not operating cooling demand or evidence of commissioned IT load.

  • Georgia DCA — ATL2 East initial filing · published 2026-01-13 · reviewed 2026-10-13

QTS Eastwood LLC proposes 2 million sq ft on approximately 313 acres west of Veterans Parkway. The relationship to earlier Excalibur plans remains unresolved; the filing is not a building permit.

  • Georgia DCA — ATL2 East additional filing · published 2026-03-18 · reviewed 2026-10-13

ATL2 East reports USD 3 billion estimated value at build-out, not committed funding or spending. Georgia Power is the provider; peak connected MW is TBD dependent on customer usage. An on-site substation and transmission lines are proposed. Estimated water demand is 0.20 MGD and wastewater flow 0.18 MGD.

  • Blackstone — acquisition completion · published 2021-08-31 · reviewed 2026-10-13

Affiliates of Blackstone Infrastructure Partners, BREIT and Blackstone Property Partners completed the approximately USD 10 billion QTS acquisition including debt on August 31, 2021. This is platform ownership, not Fayetteville project capital.

  • Paul Hastings — initial purchasers’ transaction counsel · published 2026-04-21 · reviewed 2026-10-13

April 21 transaction announcement documents USD 4.6 billion of 5.700% senior secured notes due 2036 by QTS Fayetteville I DC1-2 and QTS TRS Fayetteville I DCI-2, indirect QualityTech subsidiaries. This is a financing transaction, not proof of equal new construction spending or an ATL2 East phase budget.

  • Fayette County — water billing clarification · published 2026-05-13 · reviewed 2026-10-13

County says meters were not digitally linked during its upgrade; QTS was billed for past use at USD 6.46 per 1,000 gallons and promptly paid. This clarifies construction-water billing; it does not certify steady-state cooling demand.

  • Anthropocene Fixed Income Institute — bond analysis · published date not established · reviewed 2026-10-13

Research identifies Microsoft as the Fayetteville borrower’s tenant and describes a further USD 5.4 billion debt proposal. Treat this as attributed research, not a reviewed lease or a confirmed financing close; do not add proposed debt to the April offering.

  • Microsoft · published 2026-08-06 · reviewed 2026-10-11

General availability of India South Central in Hyderabad; three availability zones; named early customers. Company reporting does not disclose accepted IT MW, utilization or region earnings.

  • Microsoft · published 2026-09-21 · reviewed 2026-10-11

Describes the region as live, AI-ready and expanding services progressively. Same issuer as launch release; September event is not a second campus or first opening. $20.5 billion is an India-wide commitment.

  • Invest Telangana / Industries & Commerce Department · published date not established · reviewed 2026-10-11

Explicitly identifies Microsoft India South Central as launched from Hyderabad. Not a site permit, occupancy certificate or electrical acceptance record; state capacity totals do not describe Microsoft alone.

Microsoft reports a March 12, 2026 symbolic groundbreaking in Bergheim and issued building permits for Bergheim and Bedburg. This confirms an initiation milestone, not commissioning or current completion. Bergheim is distinct from the other regional campuses.

  • RWE Annual Report 2024 · published 2025-03-20 · reviewed 2026-10-14

RWE Annual Report 2024, printed page 39 (PDF page 39), records an April 2024 Bergheim land sale to Microsoft. It establishes a historical land-vendor role, not a campus electricity contract or recurring operating exposure. No transaction price is allocated here.

  • Microsoft · published 2024-03-18 · reviewed 2026-10-14

Microsoft described a EUR 3.2 billion Germany investment package on March 18, 2024, with the Rhenish region a focus. The envelope is not Bergheim-only capex, closed project financing or actual spending.

Maia 300: planned deployment and AI-serving economics

Microsoft announced Maia 300 on October 12 and plans production deployment in 2027. It says the broader Maia family will expand to multi-gigawatt deployments and become its primary inference system for Microsoft products and services. Maia 200’s existing production workloads are distinct from Maia 300’s future delivery. Microsoft’s efficiency expectations are attributed claims, not independently measured cost savings. Reuters identifies TSMC manufacturing technology; no supplier contract value or revenue allocation is established.

Investor takeaway · Our analysis: Custom silicon may improve control over infrastructure design and power-constrained capacity, but the economic test is accepted deployment and sustained useful performance after hardware, energy and service costs. Campus allocations, incremental capital spending and realized earnings remain unknown.

Microsoft Espoo / Hepokorpi campus

Microsoft develops the Espoo campus; Microsoft 3465 Finland Oy is the municipal land purchaser. Fortum has a separate heat-recovery role; no site earnings allocation established.

Our analysis: land transfer, building completion and usable cloud capacity create different economic checkpoints. Fortum’s heat recovery depends on a phased compute ramp.

Project research · FJI evidence

Microsoft Kirkkonummi / Kolabacken campus

Microsoft develops the distinct Kolabacken campus. Fortum’s associated heat-recovery infrastructure is separate from Microsoft’s computing operations.

Our analysis: completed earthworks and progressing interiors support a construction classification; neither establishes commissioning or recurring cloud-service output.

Project research · FJI evidence

Microsoft Vihti / Huhmari campus

Microsoft develops Vihti; Microsoft 3465 Finland Oy is the named permit applicant. Mercury is an issuer-identified contractor, with no contract economics established.

Our analysis: permit progression and contractor mobilisation support a delivery-monitoring case, while commissioning remains a separate future checkpoint.
