The investment takeaway
Our analysis: Sines pairs an operating first building with a much larger future AI deployment, allowing investors to distinguish current physical infrastructure from expansion assumptions. The critical economic chain runs through property availability, installed hardware, Microsoft acceptance and productive compute. Each step has different capital owners and different risks. Permitted headroom makes expansion possible; it does not make future capacity operational.
What the evidence establishes
Start Campus’s September 30 update reports SIN01 operating-year performance. DCD identifies the first building as 26 MW. Nscale announced more than 66,000 Rubin GPUs for Microsoft starting late 2027, with EUR 230 million shared-infrastructure investment and EUR 465 million for a second 200 MW building. Those future amounts and deployment plans must not be assigned to currently delivered SIN01 capacity.
Power, cooling and readiness
The campus is described as permitted for 1.2 GW; that is a development envelope. Start Campus reports annual matching of SIN01 electricity with Portuguese renewable generation, no potable cooling water in 2025 and zero net seawater consumption. Annual matching is not continuous hourly carbon-free supply. Zero net seawater consumption is not zero abstraction. Its PUE 1.1 and WUE 0 ambitions are design targets, not measured full-campus efficiency results.
Demand and route to revenue
Nscale’s disclosed agreement identifies Microsoft as the compute customer. That is stronger than unnamed future demand, but the reviewed record does not disclose campus-level pricing, minimum utilization or billing commencement for the expansion. Our analysis: the landlord’s property receipts and Nscale’s compute-service receipts must be modeled separately. Useful customer load may lag building completion and GPU delivery, particularly across a new hardware generation.
Capital structure and financial sensitivity
Nscale’s two expansion allocations total EUR 695 million; this is not the cost of all computing hardware or the entire campus. Davidson Kempner is identified as a Start Campus shareholder. Our analysis: shared infrastructure allocation, hardware funding, service acceptance, power tariffs and maintenance determine cash conversion. Avoid attributing every investment headline to Microsoft capital spending or calculating a site return without the owner/operator contract boundary.
Public-company exposure
Microsoft is the named customer and NVIDIA the named GPU platform. Start Campus and Nscale are private operators, while Davidson Kempner is identified as an investor. Our analysis: Microsoft obtains service capacity, NVIDIA supplies a hardware platform and the private operators retain development and delivery responsibilities. Their economics are related but not interchangeable. No site-attributable Microsoft profit or NVIDIA order value is established.
Risks and evidence that would change the assessment
Our analysis: new hardware availability, second-building delivery, electrical resilience, cooling reliability and service acceptance are the principal gates. The operator’s reported 2025 outage resilience is useful history, not a guarantee under future higher load. Verified current GPU deployment and customer usage would strengthen the near-term case. Phase financing, leased versus available MW, utilization and cash margins remain gaps.
Next milestones
Track accepted capacity and service usage at SIN01 without adding future GPUs to present inventory. For expansion, seek construction and financing progress, actual Rubin availability and a customer acceptance date. Recheck late-2027 timing when a new disclosure appears. Keep the six-building, 1.2 GW campus envelope separate from the second-building agreement.
